In 1997, Ko & Associates had the opportunity to team as a subconsultant with Wilbur Smith Associates on the design of the US 64/264 Manteo Bypass. The 7.8 mile, 4-lane bypass includes a 5.2 mile bridge over the Croatan Sound into Manteo. The structure, dedicated to Virginia Dare, the first English child born in America, is currently the state's longest bridge. The bypass, open to traffic in August 2002, shortened travel between Roanoke Island and the north end of Dare County by 15 miles, dramatically improving hurricane evacuation for the Outer Banks.

Ko & Associates designed the superstructure for the 233 approach spans, 107 spans on the west side and 126 spans on the east side of the main channel crossing, for a total length of 6,914 meters (22,684 ft). The approach spans consisted of cast-in-place reinforced concrete deck on precast prestressed deck panels supported by Type IV AASHTO precast prestressed concrete girders.
