FEASIBILITY STUDIES
Various Locations Throughout North Carolina
In 2000, the North Carolina Department of Transportation (NCDOT) selected Ko & Associates to prepare nine feasibility studies for future highway projects throughout the state. In these studies, Ko & Associates prepared conceptual engineering designs for multiple alternative routes and investigated some potential social and environmental effects of these alternatives. The purpose of these studies is to determine if the selected highway corridor concept is feasible for the Department to implement in its Transportation Improvement Program. In 2005, the Department of Transportation selected Ko & Associates to conduct another group of feasibility studies.
Of the nine feasibility studies we completed, three of the highway improvement studies are highlighted below.
The largest study focused on upgrading a 34-mile portion of US 74 from the Monroe Bypass to the Rockingham Bypass in Anson and Union Counties, NC. This route is part of a Strategic Highway Corridor that connects Asheville and Charlotte with the port city of Wilmington. The proposed concept, estimated at $400 million, consists of widening an existing four-lane divided highway with intersections and driveway connections to provide a four-lane divided freeway with interchanges and service roads to connect intersecting highways and nearby communities.

Another study examined a new 6.5-mile connector from US 421 to NC 268 near North Wilkesboro in Wilkes County, NC. This connector would address congestion on existing routes in North Wilkesboro by providing the eastern leg of an urban loop and connecting the county airport with the US 421 freeway. The proposed concept has an estimated cost of $40 million.
Alternative railroad crossings of the Norfolk Southern Railroad in Kannapolis, NC were the focus of a railroad crossing safety improvement study. Approximately 55 daily trains use this rail line, and the line is part of the future Southeast High Speed Rail Corridor. A bridged crossing at Universal Street and Rogers Lake Road, estimated at $5.5 million, is proposed to replace an at-grade railroad crossing. Another improvement, estimated at $2.5 million, proposed to relocate an at-grade railroad crossing at Winecoff School Road to a nearby extension of Mt. Olivet Road for improved traffic operations and driver safety.
